What Is PLUX Consulting About?
PLUX Consulting is a Brussels-based consultancy specialising in EU public affairs and communications. It was founded in 2022 by Jürgen Noack.
We work primarily with companies, associations and non-governmental organisations (NGOs) that need experienced EU affairs and communications counsel – whether they are establishing a Brussels presence for the first time or looking for additional capacity on specific projects. We are a small operation, which means clients work directly with the person handling their account from start to finish.
We aim to deliver work results that meet the highest quality standards. Furthermore, we are committed to complying with the 〉 Code of Conduct of the EU Transparency Register and the Code of Conduct of 〉 SEAP – Society of European Affairs Professionals.
Where Does The Name PLUX Consulting Come From?
“Plux” is a common abbreviation among EU professionals in Brussels for “Place du Luxembourg”. This vibrant square is literally two steps away from the European Parliament in the heart of the European quarter. It is a popular meeting point for people involved in European affairs.
Communication and exchange with other people also reflect the philosophy of PLUX Consulting. Lasting business relationships with our clients and stakeholders, based on mutual respect and trust, are an essential foundation of our work.
Who Is Behind All This?
Jürgen Noack is the founder and Managing Director of PLUX Consulting. A German national based in Brussels, he has spent more than 20 years working across EU public affairs and communications – at Bertelsmann Stiftung, EuroCommerce and the European Confederation of Independent Trade Unions (CESI), and more recently through PLUX Consulting.
His background covers a wide range of policy areas and client types, from think tanks and trade associations to NGOs and professional bodies. That breadth is what he brings to clients: a solid understanding of how the EU institutions work, a well-established network, and practical experience of what it takes to get a position heard in Brussels.

As for his educational background, Jürgen has a Master’s degree in Political Science, Law and Economics from the University of Passau in Germany. Furthermore, he has acquired additional qualifications in English for Economists and English for Lawyers. Jürgen is passionate about languages. Besides his mother tongue German, he speaks fluent English and French. Furthermore, Jürgen has a basic knowledge of Dutch.
